Last week, I ran pro formas on three different seniors housing projects across Alberta and BC. Two years ago, all three would have been slam dunks. Today? One barely works, one needs major redesign, and one is shelved indefinitely.

The Numbers That Changed Everything

CMHC MLI Select: The New Reality
CMHC's MLI Select program remains the gold standard for seniors housing financing. Loan-to-cost ratios up to 95%, loan-to-value up to 85%, amortizations up to 50 years for new construction. For projects that qualify, it's still the best game in town.
Problem: qualifying got a lot harder.

This one is shelved indefinitely.

Why it doesn't work: CMHC rejected the application due to market saturation concerns. Three competing facilities within 8km, two more in development. Without CMHC financing, debt service at commercial rates makes the project unviable at market rents.
The Capital Stack Reality

Assisted Living (Ontario/BC):

- Average unit size: 450-550 sq ft
- Monthly rent range: $4,500-5,500

- Minimum project size: 100 units

What Lenders Actually Want to See
Based on conversations with senior lenders at Big 5 banks and CMHC underwriters, here's what gets projects approved in 2026:
Operator Track Record: Three or more operating facilities, minimum 5 years operating history, positive EBITDA for 24+ consecutive months.
Market Validation: Independent market study showing sub-5% vacancy in competitive set, demographic projections supporting demand, evidence of pre-leasing interest.
Construction Risk Mitigation: Fixed-price construction contracts with established general contractors, performance bonds, completion guarantees from financially strong developers.
Conservative Pro Formas: Revenue projections based on current market rents, not escalated projections. Operating expense ratios of 65-70% (not the 55-60% from the low-cost environment).
Liquidity and Guarantees: Developer liquidity equal to at least 12 months of debt service, personal or corporate guarantees on construction loans.
The Projects That Don't Get Built
For every seniors housing project getting financed, three aren't. Here are the common characteristics of projects that can't find capital:
First-Time Developers: Unless you have significant real estate development experience and strong financial backing, seniors housing isn't an entry-level asset class in this environment.
Markets with Competition: If there's existing seniors housing supply within a reasonable drive, you better have a clear differentiation strategy and the market size to support multiple operators.
Luxury/Amenity-Heavy Projects: The market for $6,000+ monthly rents is limited. Projects with resort-style amenities, high-end finishes, and premium positioning struggle to hit occupancy targets.
Small Projects (<60 units): Fixed costs for seniors housing (24/7 staffing, specialized systems, regulatory compliance) require scale. Projects under 60 units rarely generate acceptable returns.
Mixed-Use Developments: Seniors housing plus retail, or seniors housing plus market housing. Complexity kills deals in a high-rate environment. Focus on what you do well.
The Forward-Looking Perspective
Will financing conditions improve? Maybe, but don't count on it happening quickly.
Bank of Canada signals suggest rates staying elevated through 2026, possibly into 2027. Construction costs may moderate but are unlikely to decline significantly. CMHC will probably remain selective as they manage their own risk exposure.
More likely: the market adapts. Projects get redesigned for efficiency rather than luxury. Operators focus on markets with proven demand rather than speculative locations. Alternative financing structures become more common.
The demographic wave driving seniors housing demand isn't going away. If anything, it's accelerating. But the projects that get built in the next three years will look different from what got built in the past five.
Recommendations for Stakeholders
For Developers: Focus on CMHC-eligible projects in proven markets. Partner with experienced operators rather than going it alone. Build relationships with lenders before you need them.
For Operators: Consider sale-leaseback structures for expansion rather than traditional development. Look at secondary markets where competition is lower and financing is more available.
For Capital Allocators: There's opportunity in the dislocation, but underwrite conservatively. Current financing costs aren't temporary — they're the new normal until proven otherwise.
The seniors housing financing crisis of 2026 isn't really about interest rates or construction costs. It's about the gap between what the market needs and what pencils at current economics.
Some projects will still get built. The best markets, the best operators, the most efficient designs. But the easy money era for seniors housing development is over.
Which means the operators and developers who figure out the new playbook will have less competition and better long-term returns.
